The content of this guide is rooted in the collaborative efforts of the DII Project Summer School, held in Sarajevo, Bosnia & Herzegovina from October 13-18, 2025. It brings together the diverse perspectives and "learning moments" of participants who explored how to make digital transformation more human-centered and equitable. By linking European frameworks with local realities, the guide translates abstract concepts into concrete, actionable steps.
Designed not merely as a theoretical document but as a practical handbook, the guide provides a variety of tools to strengthen digital transition processes:
Conceptual Foundations: Clear definitions and distinctions between general inclusion and digital inclusion, emphasizing the removal of barriers for everyone.
Needs Assessment Tools: Practical methods for understanding community requirements, including surveys, focus groups, and participatory mapping.
EU and Regional Benchmarking: Insights into the Digital Economy and Society Index (DESI) and DigComp frameworks, allowing users to compare local progress with European standards.
Experiential Learning: A series of workshop designs and simulations—such as the "My Inclusive Neighbourhood" activity—that encourage creative problem-solving and peer learning.
Advocacy Framework: Comprehensive guidance on crafting emotionally engaging messages and designing mini-advocacy campaigns to inspire local action.
Digital inclusion extends far beyond simple access to technology; it is about the skills, policies, and resources that ensure equal opportunities for all citizens, regardless of their background. The guide encourages communities to take the "first small step" toward change, promoting the idea that a digital society is only truly successful when it is sustainable and inclusive. As the guide poignantly concludes: “Inclusion begins where someone decides to listen”.
The Guide to Digital Inclusion Interventions is published by the Centre for Educational Initiatives “Step by Step” within the work packages and project activities of Digital Inclusion Initiative Project funded by the European Union.
