Work Packages
The Digital Inclusion Initiative (DII) is structured around five interlinked Work Packages (WPs) that together ensure a comprehensive, inclusive, and impactful approach to bridging the digital divide in the Western Balkans.
WP1: Policy Research & Analysis
Lead: Centre for Education Policy (CEP), Serbia
This work package generates evidence to inform digital inclusion strategies. Activities include national and regional studies, focus groups with key stakeholders, and comparative analysis aligned with DESI (Digital Economy and Society Index) indicators. The findings will shape coalition priorities and policy recommendations.
WP2: Engagement, Advocacy & Communication
Lead: Macedonian Civic Education Center (MCEC), North Macedonia
This component strengthens civil society engagement in digital policy reform through the formation of national coalitions, public policy forums, grassroots grant schemes, and media outreach. A regional communication strategy supports visibility, storytelling, and public support for inclusive digital transformation.
WP3: Capacity Building & Knowledge Sharing
Lead: Step by Step (SbS), Bosnia and Herzegovina
This package enhances the knowledge and skills of CSOs and grassroots organizations. Activities include a regional Summer School on Digital Inclusion, peer-learning workshops, and the exchange of best practices across countries to foster innovation and local ownership.
WP4: Local Empowerment & Interventions
Lead: Kosova Education Center (KEC), Kosovo
Focused on community-level impact, this work package supports grassroots CSOs in designing and delivering tailored digital inclusion projects. Local interventions are based on community needs assessments and accompanied by mentorship and technical support, ensuring scalable and sustainable outcomes.
WP5: Project Management & Coordination
Lead: Kosova Education Center (KEC), Kosovo
This work package ensures smooth implementation through strategic coordination, financial and administrative oversight, internal communication, and robust monitoring and evaluation (M&E) systems. It supports accountability, learning, and compliance across all partners.
