Project Summary

The Digital Inclusion Initiative (DII) is a regional EU-funded project designed to strengthen the role of civil society organizations (CSOs) in digital advocacy and policymaking across the Western Balkans. Its goal is to promote equitable access to digital tools, skills, and services, empowering marginalized communities and reinforcing participatory democracy in the region.

DII directly addresses the digital divide by enhancing digital literacy, promoting inclusive digital skills, and supporting evidence-based policy reforms that leave no one behind. The initiative aligns with key EU frameworks including the Economic and Investment Plan 2021–2027GAP III, and the Youth Action Plan (YAP).

Implemented across Western Balkans: Kosovo, North Macedonia, SerbiaBosnia and Herzegovina, and Albania the project is led by a diverse consortium of six organizations:

Overall objective

To promote digital inclusion as a foundation for participatory democracy and EU approximation by ensuring equitable access to digital tools and information, thereby enabling informed citizen participation and engagement in democratic processes.

Specific objectives

Specifically, the project aims to empower CSOs to actively engage in digital inclusion policy and decision-making processes, while also supporting grassroots-level interventions that help bridge the digital divide and ensure that underserved communities are not left behind in the digital transition.
