The purpose of the visit was to provide targeted support to partner organizations in preparation for impact evaluation data collection. This process is essential for understanding whether and to what extent project activities contribute to improving digital inclusion among primary beneficiaries.
In the case of Albania, the target population is diverse and includes:
Students aged 10 - 18 participating in school-based activities and student-led digital projects
Youth aged 18 - 29 from local communities who may have limited access to digital learning opportunities or digital tools
Given the broad target group and varying demographic characteristics of participants, the mentoring visit focused on finalizing preparations for data collection. This included adapting the questionnaire to ensure it is appropriate and understandable for different age groups, as well as providing guidance on standardized administration procedures and overall data collection processes.
Special attention was given to ensuring that enumerators are equipped to work with both younger participants in school settings and youth from the community, maintaining consistency and methodological rigor across different contexts.
An important component of the visit was the pilot testing of the questionnaire with several participants from the target groups. The pilot provided important information into how the questionnaire functions in real conditions and highlighted areas for further refinement ahead of the baseline phase.
In addition, the mentoring sessions covered procedures for data coding and entry into prepared databases, ensuring that all collected data will be managed in line with research standards. Through this collaborative effort, proMENTE, CSDC, and ARSIS strengthened their readiness to implement a high-quality, context-sensitive, and methodologically sound data collection process, contributing to a robust impact evaluation of digital inclusion interventions in Albania.
